Ballard keeps being told to wait for better rail access. But waiting for a massive, delayed, and increasingly expensive light rail buildout should not be the only option on the table.
Seaview Station is worth pursuing for a simple reason: Ballard already sits along an active rail corridor that runs across the street from the Shilshole Bay waterfront. Passenger trains already use that corridor. The question is not whether rail exists. The question is whether Ballard can finally make practical use of it by creating a passenger stop between Edmonds and King Street Station.
This is also not a brand-new idea. A feasibility study for a Ballard passenger rail stop was already completed in 2000. That matters. It means the concept was serious enough to study a quarter century ago. And it means the right next step now is not to start from scratch, but to update that work for today’s conditions.
A lot has changed since 2000. Costs have changed. The politics of regional transit have changed. Freight coordination, passenger demand, neighborhood access, and public expectations have all changed. If anything, the age of the earlier study is an argument for taking a fresh look now.
This is not a proposal to build a whole new rail line. It is a proposal to examine whether Ballard can gain passenger access from infrastructure that already exists. Even limited service would give Ballard something it does not have now: a real connection to the regional passenger rail system.
Critics may say the service is limited. But limited service is not the same as useless service. A stop that gives Ballard riders access to existing north-south passenger rail could still be a meaningful public asset, especially at a time when larger transit projects face cost pressure and delay.
The first goal should not be to overpromise. The first goal should be to update the record and find out what is possible.
Seattle, Sound Transit, WSDOT, and the state legislative delegation should support an updated feasibility and operations review for a Ballard passenger rail stop at Seaview. If the idea was worth studying in 2000, it is certainly worth revisiting now.
